Share your views on the Military Mobility Package

Improving the mobility of military personnel, materiel and assets within and beyond the European Union is essential to the security of European citizens. 

In a significant step towards bolstering European defence readiness, the European Commission, in collaboration with the High Representative, is launching a focused stakeholder consultation aimed at shaping a comprehensive Military Mobility Package and decisively addressing infrastructural and procedural barriers and capability gaps. 

This move aligns with the initiatives outlined in the Joint White Paper for European Defence Readiness 2030, released on 19 March 2025. 

The consultation is laying the groundwork for a Military Mobility Package which will encompass three key initiatives: 

  • A Joint Communication: This key policy document will articulate the EU's strategic objectives for strengthening preparedness through an optimized military mobility framework. It will introduce the Regulation and Omnibus initiatives to dismantle existing barriers, ensure alignment with national activities, and set forth specific actions and recommendations for future developments. Additionally, it will develop a holistic approach to facilitate military movements considering their impact on civilian activities and their interconnections with other EU policy domains.
  • A Proposed Regulation: Aiming to establish a unified regulatory framework, this proposal will facilitate the harmonization of national procedures, thereby ensuring seamless military movements across Europe building on the alignment achieved by the Member States in the framework of the European Defence Agency. It will also introduce emergency measures to mitigate disruptions and enhance access to military mobility capabilities while identifying critical infrastructure and augmenting their resilience at the EU level.
  • A Proposal for Targeted Amendments to EU Legislation: Existing legislation will be modified in a targeted manner to better accommodate military mobility requirements. The European Commission plans to revise all pertinent transport legislation and leverage other EU policies, such as energy and taxation, to support military mobility needs, thereby promoting a comprehensive "whole-of-government" approach. 

Next Steps 

The Commission has opened a call for evidence, alongside launching a targeted stakeholder consultation from mid-June to end-August 2025. This initiative will engage a wide array of stakeholders, including Member States, NATO, the European Defence Agency (EDA), Permanent Structured Cooperation (PESCO), industry associations in defence, transport, and energy sectors, transport infrastructure managers, finance sectors, civil society and research organisations. The consultation process includes an EU survey (open until the end of July), submission of research and position papers, and bilateral meetings, all aiming to shape the Military Mobility Package expected to be proposed by year-end.

Background

Military mobility, defined as the capability of Member States' armed forces to swiftly move troops and equipment across the EU, is vital for European security and defence, particularly in the context of supporting Ukraine. Progress since the 2018 Action Plan and subsequent Military Mobility 2.0 from November 2022 underscores ongoing efforts to address regulatory, infrastructural, and capability barriers, which continue to impede seamless military movement.

Despite solid achievements under the EDA and PESCO project military mobility frameworks, notable obstacles persist, necessitating the current push for an enhanced approach to military mobility building on these efforts. The Military Mobility Pledge of May 2024 and the European Court of Auditors' recommendations from February 2025 further emphasize the EU's dedication to overcoming these challenges, led by DG DEFIS, to improve military mobility and reinforce European defence readiness.
